A big economy has a lot of competitive advantages smaller ones don't have, and every member in it can gain from these advantages. Scale really matters (Eu and example). Now a responsible government should maintain the integrity of its economy, by promoting the common interests shared by all members. If this is too difficult to achieve it should promote the perception of such common interests. This is what Chinese government is doing, as it is obvious conflict of interests is everywhere in China, between regions, communities, social classes. There maybe a price to pay for strring up nationalism sentiment, but by the time Chinese will have to pay such a price they will be able to afford, at least one can hope.
The alternative is to do nothing, which may lead to segregation. What's the price of a segregation? No one knows. But looking back at the history, it would be likely wars and social turmoils, essentially a redistribution of resource and wealth. But lives would be lost and normal economic activity would be disrrupted, therefore it would be more collective loss than collective gain for China. Of course that does not mean some individuals would not gain during the process. there are plenty of winners even in a bad time.
From competitive point of view, they certainly don't want to see a strong, big, powerful and stable China for the same reason. They don't want to see a lot of war either, though. The best they can hope is China break apart in a peaceful, orderly and manageable manner, like ISO9001 may be. It's their best interest. They have every reason try to do so one can't blame them. That's the game we are in.
Now the difficulty for chinese living a competitors' countries, they share interests both with china and its competitors. That makes it very difficult for them to decide which interet they may have to give up when bad time comes. Sometimes you can't have it both ways.
