Politically, yes. It is impossible simply because Liberals won't cut spending.

Technically, the congress has not authorized spending money on anything else other than essential function. Since it is illegal not to pay interest, interest is essential. Of course money can be used to pay interest.

Technically government can pay its bills. Just not enough for millitary and government employees.
